The meeting
called to order at 7:30 PM, and the following business was
conducted.
Highway
Department
Highway
Budget - reviewed.
Moses
– still out on Workers Comp. will be having carpal
tunnel surgery.
Training
– Demi is running the grader and seems to be doing
a good job.
Resurfacing
– Higgins to contact Bethel Town Manager on their
repaving schedule.
Crawford
Pit – David McCullough's name drawn to do the work
at the Crawford Pit.
Gilman
Road – Chuck Wise to come to the June 8 Selectboard
Meeting.
Band
rail – ordered band rail for replacement.
Traffic
Counter Project – is out on the roads.
Underpass
– District 4 to put together bid specs.
Fox
Stand Bridge – inspection was done by AOT bridge
inspectors, waiting on report.
New Garage – Breadloaf to do the punch list.
Transfer
Station – Manning to grade the transfer station
driveway. Higgins to contact Del Cloud on scheduling grading.
Public
Concerns and Appointments
Randy
Foose – VLS – signed quit claim deeds for land
swap between the town of Royalton and Vermont Law School
. Foose stated that the South Royalton House has a three
year relationship with Redstone. Will be shutting down the
upstairs floor to students and the kitchen will stay open.
The Terrace will be open this summer.
Stacey
Adamski – appealed a parking ticket. Presented
two affidavits showing that she was not parked in the same
spot for two plus hour period. Adamski stated that she has
been parking out back, but does park out front if she is
going to be leaving soon for appointments or court. Motion
to waive ticket #4075 (Dumville/Trottier, unanimous)
Trish
Tuthill – requesting that the South Windsor Street
sidewalk be extended down to last fire hydrant near Caron
Circle. The Selectboard will review the site.
Hope
Committee – presented three plans for Hope property
to the Selectboard. The Committee plans on having a public
hearing on June 1, 2004 . May reschedule the public hearing
to coincide with the special town meeting.
Old
Business
Westwood Property – motion to get a purchase and
sales agreement for the Westwood property pending approval
of town vote. (Dumville/Trottier, unanimous) Motion to approve
special town meeting warning pending purchase and sales
agreement. (Dumville/Ives, unanimous)
Junkyard Ordinance – tabled.
New
Business
Flags – motion to purchase flags for the green
not to exceed $500.00. (Dumville/Trottier, unanimous)
Dog
Ordinance – Nemeth reviewed the amendments made
to the ordinance. Fees/fines structure enable the town to
go to Judicial Bureau. Motion to adopt animal control ordinance
with amendments. (Dumville/Trottier, unanimous)
Times
& Seasons Access Permit – the Planning Commission
tabled for more information, in the past they have left
as is until ACT 250 permit is granted. Rich DeWolf from
DeWolf Engineering states that the permit is to town standards.
Motion to approve driveway permit submitted by DeWolf Engineering
pending ACT 250 approval (Dumville/Ives, unanimous)
Churchill
Access Permit – Motion to denie permit and investigate
other options. (Dumville/Trottier, unanimous)
Access
Ordinance Amendments – Gates to do some rewording
and come back to the Selectboard.
